(S) SUMMARY. <span class='bm_keywordlink'><a href="http://www.maldive.com" target="_blank">Maldives</a></span> Ambassador-designate (resident in New York) Abdul Ghafoor Mohamed held his first consultations in Washington February 23, ahead of his presentation of credentials to POTUS February 24. Meeting with SCA, S/SECC, S/GC, and OSD, Ghafoor said he would prioritize developing education and parliamentary exchanges during his ambassadorship; expressed confidence that Maldives would win a seat on the UN Human Rights Council; confirmed his government&#8217;s willingness to take a Guantanamo detainee; underscored the importance of tangible assistance being provided by the larger economies to small countries at the forefront of the climate change debate; and expressed appreciation for U.S. training of Maldives security personnel. He also noted his government&#8217;s interest in additional training and assistance with customs and border security and prison management. END SUMMARY.</p>
<p>Confident on UNHRC; Keen on Educational Partnerships</p>
<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;</p>
<p>. (C) Pre-viewing Ambassador Ghafoor&#8217;s meetings with Deputy S/SECC Pershing and S/GC Ambassador Fried, SCA A/S Robert Blake expressed appreciation to Ghafoor for Maldives&#8217;s willingness to accept a Guantanamo detainee, and President Nasheed&#8217;s strong personal effort in Copenhagen to reach an Accord. Blake also pulsed Ghafoor on Maldives&#8217;s candidacy for the Human Rights Council. Ghafoor said he was confident Maldives could get one of the four Asia Group seats; he did not think Iran, lacking Arab support, had the votes. His only concern was that Thailand and Maldives could split their votes and that Iran is working African capitals. As such, Maldives is not only lobbying Asian missions, but also African missions. Blake offered quiet U.S. assistance if it would be helpful; Ghafoor appreciated it and said Maldives might take us up on it. But Maldives needed to be seen as earning the seat in its own right. As a small country, he said, Maldives can&#8217;t play other countries against each other; it needs to take principled positions (e.g. Kosovo recognition).</p>
</p>. (SBU) Ghafoor appreciated U.S. efforts to help push the IMF and Maldives toward agreement, but that the conditionality was &#8220;harsh.&#8221; Wage cuts have been politically difficult. Referring to the March 28-29 Maldives donors conference, Ghafoor said international assistance would help the government win over the public and implement its development program. Ghafoor said that promoting educational exchanges and partnerships between the U.S. and Maldives would offer an alternative to students who currently go to Islamic schools in Pakistan and Egypt, where they could become radicalized. A/S Blake suggested Ghafoor reach out to U.S. schools and offered assistance to help build public-private partnerships, such as, for example, a college in the hotel and restaurant management field. Ghafoor was also keen to pursue parliamentary exchanges and to receive CODELs in Maldives, as well as to promote a U.S.-Maldives caucus or friendship association in Congress. We suggested he reach out to National Democratic Institute and International Republican Institute, and that we would help arrange meetings for him with Congressional staff.</p>
<p>Ready to Assist with Detainee</p>

<p>. (S) S/GC Ambassador Daniel Fried conveyed U.S. appreciation for Maldives&#8217;s willingness to resettle a</p>

<p>Guantanamo detainee. Ghafoor said Maldives is ready to act quickly on the resettlement. Logistics remain to be worked out between the Home Ministry and the Embassy. Fried detailed those logistics, including finalizing transfer arrangements, concluding an exchange of diplomatic notes (that would include security measures), and requiring GORM permission to notify the candidate. Fried said we would keep the information close hold until we transferred the detainee; noted the offer of $85,000 to assist his resettlement expenses; and offered to make himself available for interviews should the GORM want help shaping any press messaging. Fried stressed the importance of working out more detailed security arrangements for the detainee, along the lines of those applied in other countries that have accepted Guantanamo detainees for resettlement; Embassy Colombo could work directly with the Maldivian government on those arrangements.</p>
<p>Climate Change: Maldives Seeks Concrete Action</p>
<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212; -</p>
</p>. (SBU) Meeting with Deputy S/SECC Jonathan Pershing, Ghafoor referred to Copenhagen as a stepping stone toward a legally binding agreement; Maldives is prepared to accept any form of treaty/accord that would lead to concrete action. He said he saw a reluctance within the United States Congress to take action. He would like Maldivian President Nasheed to have the opportunity to speak before Congress in order to provide a sincere voice for the urgency of climate change. Pershing asked if Ghafoor had a sense of why only 105 of 192 countries had associated themselves with the Accord. Ghafoor replied that, following the commitments of the U.S., China and India at Copenhagen, and despite opposition from a small, vocal minority of countries, there had been a political shift; many countries from CARICOM, the African Union (led by Ethiopia), and AOSIS will come to associate with Copenhagen and engage on subsequent agreements. These coalitions must be coaxed and not pushed into making decisions and meeting deadlines. Pershing noted that chairmanship of organizational meetings was vital.</p>
<p>. (SBU) Ghafoor added that Maldives would like to see that small countries, like Maldives, that are at the forefront of the climate debate, receive tangible assistance from the larger economies. Other nations would then come to realize that there are advantages to be gained by compliance. Pershing noted that Copenhagen provides a generic framework for assistance, but that the next steps are procedural. He asked about Maldivian adaptation programs. <em>Ghafoor referred to several projects, including harbor deepening and strengthening sea walls, that are in the development stage. These projects would cost approximately $50 million. Pershing encouraged Ghafoor to provide concrete examples and specific costs in order to increase the likelihood of bilateral assistance and congressional appropriations</em>. Ghafoor proposed that President Obama deliver a speech on climate change from Maldives when he next visits the region. He said Maldives would provide a dramatic backdrop and draw further attention to environmental challenges the islands face.</p>
<p>Strengthening Security Cooperation</p>

</p>. (SBU) Meeting with Deputy Assistant Secretary for Defense for South and Southeast Asia Robert Scher, Ghafoor expressed appreciation for the warm reception he had been receiving in Washington. He said that Maldivian soldiers and police (many now senior staff officials) that were trained by the U.S. have earned the respect of both the government and the citizens of Maldives. (NOTE: Ghafoor&#8217;s brother is a retired director of the Maldivian National Defense Force. END NOTE.) He said he looked forward to continued cooperation in this field. Scher asked how U.S. training</p>

<p>compared with that of India in terms of quantity and quality.  Ghafoor said that both were substantive and substantial. He acknowledged that Maldives also interacts with Bangladesh, Sri Lanka and Pakistan, as one might expect of a 100 percent Muslim country situated in the region. Scher indicated that the U.S. did not want to get in the way of Maldivian relationships with its neighbors. Ghafoor assessed that New Delhi&#8217;s perception of the U.S. has evolved and that Male would be able to address any concerns. He stated that his government would not let relations with India impact relations with the United States, reflecting Maldives&#8217;s attempt to &#8220;show balance&#8221; in the past. Ghafoor replied that, if necessary, Maldives would explain that neither India nor Pakistan need suspect anything &#8220;untoward.&#8221; Ghafoor also noted that young people can receive free education (in Islamic Studies) in Egypt and Pakistan. Scher asked if all of the students return to Maldives after their studies. Ghafoor said that some had been apprehended in round ups in Pakistan, where they had been recruited by extremists. He said he believed that such exposure led to a rise in fundamentalist views within Maldives&#8217;s peaceful and tolerant culture. &#8220;It used to be simply a question of faith; now you must show that you are more Muslim than others,&#8221; he said. Increased access to liberal western education would help to combat growing fundamentalist trends, he suggested. Scher pointed out that that some groups would hope to exploit this lack of education, and that it was good to hear that Maldivian authorities were actively monitoring the situation.  Ghafoor acknowledged that human rights must allow for freedom of expression and said Maldives is looking for guidance on how to peaceably marry two often conflicting agendas, freedom and internal security. Scher replied that hatred is better faced head-on by a benevolent government rather than pushed underground. 8. (SBU) Ghafoor noted that drug use in Maldives has led to a rise in crime that President Nasheed has pledged to combat with prevention and rehabilitation. In the past, criminals were simply &#8220;banished&#8221; to a different island. He inquired about training assistance with management of prison facilities and the training of correctional officers. Scher pointed out that this would be a matter better addressed by State/INL, DOJ and USAID. Ghafoor noted that 99 percent of Maldives is extremely vulnerable to attack from the sea. More specifically, he said that an attack (such as by Somali pirates) on an island resort would cripple the country&#8217;s economy. Maldives is seeking additional equipment and training from the U.S. on customs and border security. Scher expressed DOD&#8217;s interest in expanding bilateral defense and security engagement, continuing training, and helping build the Maldives&#8217;s maritime security capabilities to counteract the threat from terrorism, piracy, and trafficking. <p>Does spending two weeks surrounded by blondes sound like heaven? Think again</p>
<p>A Lithuanian travel agency (and who, when planning a dream holiday, would look for anything else?) has announced plans for a resort in the <span class='bm_keywordlink'><a href="http://www.maldive.com" target="_blank">Maldives</a></span> staffed entirely by blondes.</p>
<p>Reception staff, waitresses, hotel managers: all will be fair-haired women, reached by special charter flights with blonde cabin crew and, if they can find enough of them, blonde lady pilots.</p>
<p>It sounds TERRIFYING. All very comical on paper, but imagine actually being there. Ever since I read about the Lithuanian plan, I have been singing (to the tune of the old Stealers Wheel classic): &#8220;Blondes to the left of me, blondes to the right, here I am, stuck in the middle with roots.&#8221;</p>
<p>None of them will have dyed hair since the reason for the resort, the planners claim, is to &#8220;disprove the idea that blondes are less competent&#8221;. Oh yes, that&#8217;s the reason…</p>
<p>There must be no peroxide fakes if they want their story to hold up. So you have to assume everyone will be white, too. Everywhere you look: Identikit pale, yellow-haired, grinning people in uniforms. Spine-chilling. It&#8217;s a vision of how Europe would look if Hitler had won. If not Nazi it is, at least, rather <em>Midwich Cuckoos</em>. Even if your conscious brain finds the idea of Blonde Island sexy, your subconscious would know something was wrong. You would feel unsettled, gripped by a sense of indefinable weirdness like the hour before food poisoning kicks in.</p>
<p><em>Does</em> your conscious brain find it sexy? We have to assume that&#8217;s the real motivation behind the scheme. These are business people, not scientists. You couldn&#8217;t actually test the relevance of hair colour to efficient croissant delivery unless you ran an identical resort next door staffed by brunettes. And a third staffed by redheads; that one, I suppose, would have to be a little shadier.</p>
<p>Since my column about cheerleading for children, I am nervous to write anything about female stereotypes. My website, my Twitter feed and the <em>Observer</em> desk have been swamped by furious cheerleaders explaining that they do not operate in a &#8220;supporting&#8221; role (I apologise for the misunderstanding; should they perhaps consider changing their name?), plus men and women who think I despise anyone good-looking or that I&#8217;m radically opposed to femininity. (&#8220;Vicky Coren is likely to be envious of their youth and glamour,&#8221; wrote one kindly gentleman on my blog.)</p>
<p>Let me say, then, that I have nothing against Lithuanian travel agents opening a novelty blonde resort. It will grab coverage in men&#8217;s magazines during a recession; not a bad idea. And if anyone thinks they would enjoy a holiday where all the staff look the same, good luck to them; I expect they&#8217;d run screaming for the airport after a week, but it might make one interesting Sunday.</p>
<p>Forgive me, though, for being amused by the idea that men still grade women according to hair colour. I bet they don&#8217;t. The average man who&#8217;s old enough to book his holidays on a credit card has, I&#8217;m sure, enough experience of the world to know that nobody is so easily categorised. Yet the culture persists in trying to sell men &#8220;blondes&#8221; and &#8220;brunettes&#8221; as though they were different in any way other than how quickly you&#8217;d notice stray hairs in the bath. On the plus side, it&#8217;s all very adoring. Anyone sounds gorgeous when described simply as a blonde, a brunette or a redhead. With only those nouns to go on, you imagine a line-up of Veronica Lake, Jayne Mansfield and Rita Hayworth. I don&#8217;t know why, but your brain doesn&#8217;t throw you Angela Merkel, Monica Lewinsky and Nicholas Witchell.</p>
<p>Women&#8217;s magazines, meanwhile, divide men into far gloomier and more complicated stereotypes. Our theoretical lovers, when grouped, have more narrative attached. It&#8217;s not about hair colour, it&#8217;s about character type and potential misery. In a holiday resort, of course, this makes the activities far easier to organise.</p>
<p>Here is a list of the islands I am planning to open for business: ladies, let me know which you&#8217;d visit so I know where first to make my fortune.</p>

<h2><strong>Commitment-phobe Cay </strong></h2>
<p><strong> </strong>Swim, sail and sunbathe on our island paradise! May only be booked the day before travel, as our call centre workers don&#8217;t like to plan too far ahead. Enjoy our spa where, if you book a massage, you will be told: &#8220;Thursday? That&#8217;s ages away. Can&#8217;t you pop back on, like, Thursday?&#8221; This will chime with your own secret fear that you aren&#8217;t good enough for a massage, so you&#8217;ll find it deeply attractive.</p>
</p>
<h2><strong>Dishonesty Dell</strong></h2>
<p><strong> </strong>Staffed entirely by men who will tell you the pool&#8217;s open late when it isn&#8217;t. This adds a delicious sense of uncertainty and surprise to your whole trip. For an extra £5, the receptionist will tell you that the woman who just walked through the lobby is a fellow guest, when it&#8217;s actually his wife.</p>
</p>
<h2><strong>Beta Bay</strong></h2>
<p> Do you like a man-child? You&#8217;ll find no shortage of them here. Please approach any of our staff for help with restaurant bookings, laundry or car hire; they can tell you, without even looking up from their Xboxes, that they wouldn&#8217;t know how to go about it.</p>
<p>Truth is, they are not really staff at all. None of the men on the island has an actual job, but they all have high hopes of selling a film script some time soon.</p>
</p>
<h2><strong>Control-freak Creek</strong></h2>
<p><strong> </strong>Come and relax in a place where you need make no decisions of your own! Even at the booking stage, our naturally controlling staff will ask: &#8220;Really? Didn&#8217;t you just have a holiday?&#8221;</p>
<p>Once in situ, personal butlers will stop by your room every night to say: &#8220;Oh, you&#8217;re wearing that are you? With that neckline?&#8221;</p>
<p>Once you&#8217;ve changed into something more suitable, proceed to dinner where the waiter will tell you that you&#8217;re having the turbot.</p>

<p>Diving in Maldivian colorful sea would probably be an unforgettable experience for you. Make sure you have a waterproof camera with you when you go for diving, so that you can take videos of the wonderful sea creatures and varieties of fish in the sea. It will be more fun if you take some pictures with you to feed the sea mammals, like turtles etc. </p>
<p>When you go for diving you will get to touch some of the sea animals like turtles, but never harm any sea creature, they might harm you back…! You can go underwater with a group and take pictures and videos of you touching and feeding the animals; it is so much fun to feed them. So I’m sure that you are going to love doing this. And most of all, you will love how the way they behave underwater.</p>

<p>A four-year long competition to name the seven wonders of the natural world has run into controversy after governments accused the organisers of asking for millions of dollars in marketing costs.</p>
<p>The <a href="http://www.new7wonders.com" title="">New7Wonders of Nature poll</a>, its organisers claim, has attracted millions of voters choosing the final seven from a shortlist of 28 natural landscapes which include the Great Barrier Reef, the Amazonian rainforest and the <span class='bm_keywordlink'><a href="http://www.maldive.com" target="_blank">Maldives</a></span>.</p>
<p>Launched in 2007, the project,  is the brainchild of Bernard Weber, a Canadian-Swiss marketing expert. From 220 countries 440 images of natural wonders were submitted; these were shortlisted by a panel led by Prof Federico Zaragoza, the former head of Unesco.</p>
<p>But after initially paying a registration fee of $199 (£125) to enter, each country was then asked to take part in a high-profile global marketing campaign that included a world tour.</p>
<p>In May, the Maldives government moved to withdraw from the competition <a href="http://minivannews.com/society/maldives-withdraws-from-new7wonders-campaign-after-surprise-us500000-bill-20345" title="">after receiving a &#8220;surprise&#8221; demand for half a million dollars</a>. They were <a href="http://www.thejakartaglobe.com/home/7wonders-saga-has-ministry-rethinking-strategy/426653" title="">followed in August by the Indonesian government</a>, representing Komodo Island national park, who said the organisers wanted $10m dollars in licensing fees and $47m dollars to host the closing ceremony.</p>
<p>Todung Mulya Lubis, a lawyer representing the Indonesian tourism ministry, said it was still considering legal action against the foundation. &#8220;We want to give them a lesson that as a foundation that attracts worldwide attention, they need to be fair with participants of the competition.&#8221; However, despite refusing to pay, both countries remained in the competition at the behest of the organisers.</p>
<p>Gordon Oliver, a former mayor of Cape Town, whose Table Mountain is on the shortlist, <a href="http://www.iol.co.za/travel/travel-news/table-mountain-vote-a-cash-cow-1.1175543" title="">told the Cape Times</a>: &#8220;What authority does this organisation have to determine a natural wonder as a finalist? It&#8217;s important that our authorities get the credentials of such organisations who set themselves up as the authority to decide the prominence of natural features.&#8221;</p>
<p>The <a href="http://www.7wonders.org/wonders/new-seven-wonders.aspx" title="">New7Wonders Foundation</a> denied it charged exorbitant fees to use its optional branding. Its spokesman, Eamonn Fitzgerald, said the allegations were baseless, and quoted <a href="http://minivannews.com/politics/comment-komodo-island-remains-in-the-new7wonders-of-nature-campaign-as-do-the-islands-of-the-maldives-24447" title="">an article he wrote in Minivan News</a>, a Maldives newspaper.</p>
<p>He <a href="http://www.iol.co.za/travel/travel-news/table-mountain-vote-a-cash-cow-1.1175543" title="">also said</a>: &#8220;We hope that we can generate a surplus after this campaign, but all the money from votes goes into running the campaign and maintaining a voting platform for a global competition.</p>
<p>We do not disclose how many votes have been cast. In our last campaign there were 100m votes and the target for this campaign is one billion votes.&#8221;</p>
<p>Fitzgerald said there were varying fees for using the foundation&#8217;s branding, but he would not disclose figures. &#8220;The figures vary by country. As a rule we do not comment on business and commercial aspects, which is standard practice in the business world.&#8221;</p>
<p>The environmental campaigner Tony Juniper said the idea was good in theory but charging fees was a bad idea: &#8220;The idea of a global participatory process to engage millions of people in thinking through a list of top seven natural wonders of the world, strikes me as a good idea. Charging countries fees to promote marketing is not, especially when they are developing countries and this was not part of the original offer put to them.&#8221;</p>
<p>&#8220;If the organisers were serious about the potential value of such an exercise for raising awareness and inspiring people, I think they should have secured funding upfront, not stage what to some has evidently seemed like a financial ambush.&#8221;</p>
<p>The winners will be announced at 11.11am on Friday, the 11th day of the 11th month in 2011.</p>

<p>Great Barrier Reef</p>
<p>The Aussies are justifiably proud of the largest coral reef on earth. It can be seen from space and is supposedly the world&#8217;s biggest single structure made from living organisms. Composed of some 3,000 individual reefs and 900 islands it stretches for 2,600 km and is strung out over 344,400 square kilometres of the Coral Sea in Queensland, north east Australia. Already a World Heritage site, it generates one billion dollars a year in tourism revenue. A definite in the top seven.</p>
<p>Amazon</p>
<p>Superlatives overflow when it comes to the Amazon Rainforest. Despite being cut down at an alarming rate, it still covers seven million square kilometres. Growing across nine different countries, it represents over half of the planet&#8217;s remaining rainforests making it the largest and most biodiverse tropical rainforest in the world. The forest is fed by the Amazon River, the largest river in the world by volume which also has the biggest drainage basin on the planet. Like the Great Barrier Reef a must in the top seven.</p>
<p>Table Mountain</p>
<p>The only natural site on the planet to have a constellation of stars named after &#8211; Mensa, meaning &#8220;the table.&#8221; – Table Mountain is a South African icon. The flat-topped mountain has withstood six million years of erosion and hosts the richest, yet smallest floral kingdom on earth with over 1,470 plant species. It is the most recognized site in Cape Town and is known as the gateway to Africa, owing to its unique flat-topped peaks which reach 1,086 m above sea level. A definite top ten.</p>
<p>Galapagos Islands</p>
<p>Famed as being the inspiration for Darwin&#8217;s theory of evolution by natural selection, the Galapagos Islands are an archipelago of volcanic islands distributed around the equator, 965 kilometres west of Ecuador in the Pacific Ocean. They are famed for their vast number of endemic species and are already a World Heritage Site. Tourism is today strictly controlled on the islands having risen from just over 41,000 in 1991 to over 180,000 today. A favourite haunt of the BBCs Andrew Marr when not hosting his AM programme, Darwin would turn in his grave if the islands didn&#8217;t make the top seven.</p>
<p>Grand Canyon</p>
<p>The playground of Theodore &#8220;Teddy&#8221; Roosevelt, the 26th President of the United States, who liked to hunt there, the Grand Canyon was created by the Colorado River over a period of 6 million years. It is 446 km long, ranges in width from 6 to 29 km and attains a depth of more than 1.6 km. During prehistory, the area was inhabited by Native Americans who built settlements within the canyon and its many caves. A top ten contender if for no other reason than if the United States does have a contender, then many Americans will ignore the competition. .</p>
<p>Mount Vesuvius</p>
<p>With a temperament like Italy&#8217;s soon to be former Prime Minister Silvio Berlusconi, Mount Vesuvius is a volcano east of Naples. It is the only volcano on the European mainland to have erupted within the last hundred years but is best known for its eruption in AD 79 that led to the destruction of the Roman cities of Pompeii and Herculaneum. It has erupted many times since and is today regarded as one of the most dangerous volcanoes in the world. Likely to be the only European wonder in the top seven.</p>
<p>Sundarbans</p>
<p>The largest mangrove forest in the world, the Sundarbans meaning  &#8220;beautiful forest&#8221; has never got the recognition it deserves.  A delta at the mouth of the river Ganges, the Sundarbans spread across parts of Bangladesh and West Bengal, India. They feature a complex network of tidal waterways, mudflats and small islands of salt-tolerant mangrove forests. The area supports a wide range of fauna, the most famous of which is the Royal Bengal tiger. Should be in the top ten if for no other reason than to put in on the map.</p>
<p>Dead Sea</p>
<p>The lowest point on the surface of the Earth, tourists come from around the world to float in the Dead Sea, a lake lying between the countries of Israel and Jordan. At 418 m (1,371 ft) below sea level, it is almost nine times as salty as the ocean which makes it impossible for most life to exist in it. However, it is not completely dead, as some types of bacteria are able to live in the water. A dead cert for the top seven.</p>
<p>Maldives</p>
<p>The Maldives deserve to be in the top seven because they are among some of the most beautiful but low lying islands in the world.  With the sea level rise associated with climate change, they could well not be here in a couple of generation&#8217;s time.  The Maldives are composed of 1,192 small islands with stunning coral reefs strung out like pearls across the Indian Ocean, 700 kilometers south-west of Sri Lanka. Two hundred of the islands are inhabited and over 90% of the islands GDP is reliant on tourism.</p>
<p>Yushan</p>
<p>Yushan meaning &#8220;Jade Mountain&#8221; is a central mountain range in Chinese Taipei or Taiwan. It is also the name of the highest point of the range at 3,952 m above sea level and is part of Yushan National Park, known for its diverse wildlife and ecology. The environment around Yushan spans from sub-tropical forests at its base to alpine conditions at its peak. Despite the enmity between Taiwan and the Peoples Republic of China, the Chinese have been encouraging their residents to vote for it so expect people power to easily place it in the top seven.</p>
<p>A list of the new seven wonders of nature will be officially announced todayon Friday following a global online and phone poll. The competition from a short list of 28 natural wonders of the world is expected to attract votes from millions of people around the world. The poll, organised by the New7Wonders Foundation and its corporate arm, the New Open World Corporation, was launched in 2007 following a similar exercise to find the new seven wonders of the world which the organisers claimed was voted on by over 100 million people.</p>
<p>The poll is the brainchild of Bernard Weber, a Canadian-Swiss marketing expert and businessman, who wants to create &#8220;seven symbols of heritage and nature, to become part of the Global Memory forever&#8221;. Over 440 natural wonders were submitted from 220 countries in 2007 which was whittled down to 28 finalists in 2009 by a panel of experts led by Professor Federico Zaragoza, the former head of the xUnited Nations Educational, Scientific and Cultural Organisation. To ensure that the poll is fairer to smaller nations only 10% of the votes from the host country will be counted, the other 90% will be global.</p>
<p>The vote has been organised to close at exactly 11 minutes past 11 am on the eleventh day of November 2011Greewich Mean Time to maximise the vote and the organisers hope, publicity. The New7Wonders Foundation claims the accolade offers major global promotional and marketing opportunities for the winners. However, the competition has been highly controversial because of the hidden marketing costs which each of the finalists has been asked to pay.</p>
<p>After initially paying a registration fee of just 199 dollars to enter, each country was then asked to take part in a high profile global marketing campaign included a world tour. As a result in May the Maldives government withdrew from the competition after receiving a &#8216;surprise&#8217; demand for half a million dollars. They were followed in August by the Indonesian government, representing Komodo Island National Park, who said the organisers wanted 10 million dollars in licensing fees and 47 million dollars to host the closing ceremony.</p>
